Since last year, the Development and Reform Commission of the Autonomous Region has organized special forces to analyze the "background" of Ningxia's development based on the experience of Zhejiang, Jiangsu, Shanghai, Anhui, Shandong, Chongqing, Sichuan and other provinces and cities, and to carry out research on the development of new quality productive forces in accordance with local conditions. Recently, the "Research Report on the Development of New quality Productivity according to local Conditions in Ningxia" was formed.
In the face of the new quality of productivity, how to find a way of development that conforms to the reality of our region and has the characteristics of Ningxia? This report puts forward 17 specific measures in 5 aspects in the path selection; In order to achieve a good start, five actions were proposed, including industrial cluster construction, policy supply innovation, and major strategic guidance. The report not only stands for the overall situation, grasp the general trend, but also adheres to the practical and clear positioning, which provides an important reference for the in-depth promotion of high-quality development in our district.
To develop the new quality productive forces according to local conditions, it is necessary to make clear the resource endowment, industrial base and scientific research conditions of Ningxia. On April 1, the person in charge of the Development and Reform Commission of the autonomous region introduced.
From the perspective of development advantages, the report believes that Ningxia currently has six advantages, such as the effectiveness of the construction of the pilot zone, the obvious enhancement of industrial strength, the continuous emergence of new quality industries, the acceleration of innovation capacity, the coordinated promotion of green development, and the continuous release of development vitality.
Especially in the aspect of industrial development, remarkable achievements. Among them, the pace of development of new materials, equipment manufacturing, digital information and other industries has accelerated significantly in recent years, and nearly 100 major industrial projects with large investment scale, high scientific and technological content and strong driving role have been completed and put into operation. The proportion of production capacity of some industries in the country and the status and role of the national industrial system are constantly improving. Leading enterprises in the crystalline silicon industry such as Eastern Hope and Ningxia Central have successively settled in Ningxia, and the monocrystalline silicon production capacity accounts for 1/4 of the country; The country's first set of the largest single scale of 1 million tons of olefin projects put into operation, coal to olefin production capacity accounted for 1/5 of the country; In the Ningdong base, the most potential high-performance fiber production base in the country has "settled down" and developed and expanded here, realizing 150,000 tons of spandex production capacity and being rated as "China Spandex Valley"; Aramid production capacity of 10,500 tons, ranking first in the country. A number of equipment manufacturing enterprises such as sharing equipment, Wuzhong Instrument, Weir Casting, Yinchuan Power have gathered and developed, and some technologies and products have filled the gaps at home and abroad.
The computing industry is developing rapidly. At present, our district has built the largest GPU intelligent computing base in the west, with more than 40,000 GPU computing cards. The transmission delay of direct optical fiber connection with more than 90% of the country is shortened to less than 8-20 milliseconds, and Ningxia's computing power quality efficiency index ranks fourth in the country and first in the west. The coverage of computing power services continues to expand, and at present, Telecom Yellow River Cloud, mobile Suning Cloud, Unicom Minning Cloud, and shared casting cloud have been launched, to undertake more than 4,000 user cloud computing services such as Xiaomi, Samsung Electronics, and iQiyi. In 2022, the added value of the digital economy in the region reached 174.863 billion yuan, accounting for 34.5% of the region's gross domestic product, of which the added value of the core industry of the digital economy reached 38.224 billion yuan, an increase of 20.1% over 2021.
At the same time, the new industry is facing the wind, and the traditional industry is transforming to "green". At present, China's first near-zero wastewater discharge industrial park, the first "green electricity town" in Northwest China, Ningxia's first near-zero carbon smart highway and the first coal-bed methane utilization project have been built, and 172 green parks, factories, mines and green electricity parks have been created, with an average output of more than 1.8 million yuan per mu in the development zone.
To develop new quality productivity according to local conditions, we need to continue to work hard, work for a long time, and also need to select the incision and find a breakthrough. The report suggests that in order to ensure the development of new quality productivity in Ningxia, it should focus on the implementation of industrial cluster construction, market main body cultivation, factor support and guarantee, policy supply innovation, and major strategic guidance "five actions".
