Eighteen measures released digital trade to welcome multiple benefits

On November 28, Xinhua News Agency was authorized to publish the Opinions of the General Office of the CPC Central Committee and The General Office of the State Council on the Reform, Innovation and Development of Digital Trade (referred to as the Opinions). The Opinions put forward 18 specific measures from four aspects: supporting the development of digital trade segments and business entities, promoting the institution-based opening up of digital trade, improving the digital trade governance system, and strengthening organizational guarantees, so as to promote the reform and innovative development of digital trade, and create new drivers and new advantages for foreign trade development.

For the development goals of China's digital trade, the Opinions put forward that by 2029, the scale of service trade that can be digitally delivered will increase steadily, accounting for more than 45% of China's total service trade; The layout of digital trade infrastructure has been further improved, institutions and mechanisms adapted to the development of digital trade have been basically established, the level of opening up in the digital sector has been significantly increased, and the alignment with high-standard international economic and trade rules has been comprehensively strengthened. By 2035, the proportion of digitally delivered service trade in China's total service trade will increase to more than 50%; An orderly, secure and efficient digital trade governance system has been established, and the level of institutional openness has been improved.

In order to achieve the above goals, the "Opinions" from the above four aspects of specific deployment. Among them, in terms of supporting the development of digital trade segments and business entities, the Opinions put forward initiatives such as actively developing digital product trade, continuously optimizing digital service trade, vigorously developing digital technology trade, promoting the high-quality development of digital ordering trade, and cultivating and expanding digital trade entities.

In terms of promoting the institutional opening of digital trade, the Opinions propose to relax market access in the digital field, promote and regulate the cross-border flow of data, and build a high-level open platform for digital trade.

In terms of improving the digital trade governance system, the Opinions are clear, actively participate in the formulation of international rules for digital trade, deepen international cooperation in digital trade, accelerate the construction of a digital trust system, and strengthen security governance in the digital field.

In terms of strengthening organizational security, the Opinions emphasize strengthening organizational leadership, improving laws, regulations and standards, establishing and improving the statistical system, strengthening multi-channel support and security, strengthening intellectual property protection, and strengthening intellectual support for talents.

For the deployment of the Opinions, Careful, a researcher at the Research Institute of the Ministry of Commerce, told reporters that digital trade conforms to the trend of world trade development and is becoming a new trade growth point. The introduction of the Opinions will strongly promote the reform, innovation and development of digital trade, and will also make greater contributions to accelerating the construction of digital China and a strong trading country in the new stage.

The Ministry of Commerce previously said that digital trade, with data as the key element, digital services as the core, and digital ordering and digital delivery as the main characteristics, has become a new trend in the development of international trade and a new growth point for economic development. China's digital trade is developing rapidly, and in the first half of 2024, the import and export scale of services that can be digitally delivered in China has reached 1.42 trillion yuan, an increase of 3.7%, reaching a record high. In the first three quarters, China's cross-border e-commerce imports and exports were 1.88 trillion yuan, an increase of 11.5% year-on-year, and its supporting role in the high-quality development of trade continued to strengthen.
