Digital trade is a new type of trade form that takes data as the key production factor, digital services as the core content, and digital ordering and delivery as the main characteristics. It covers various categories such as digital services, digital products, and cross-border e-commerce. During the "14th Five-Year Plan" period, China has achieved scale expansion, structural optimization, and system improvement in digital trade, becoming an important engine for the high-quality development of foreign trade. 

On the one hand, significant progress has been made in key areas. Competitive advantages have been established in fields such as cloud computing and artificial intelligence. Domestic-developed digital products such as games, online literature, and digital reading have accelerated their "going global" process, effectively enhancing cultural soft power and international influence. In the field of digital service trade, the scope of services has been continuously expanded, and new service models have emerged rapidly. 

On the other hand, the digital trade policy system has gradually become more complete. Laws and regulations such as the "Measures for the Security Assessment of Data Transfers Out of the Country" and the "Regulations on Promoting and Regulating Cross-border Data Flows" have been introduced, continuously strengthening the legal foundation of digital trade. Core digital trade carriers such as free trade pilot zones and national digital service export bases have continuously overcome institutional obstacles through pilot projects, forming a number of replicable and promotable experiences. This not only helps to unleash the development potential of digital trade, but also provides impetus for the innovative development of digital trade. 

Digital trade can break through the time and space constraints of traditional trade and significantly reduce transaction costs. It has become an important indicator for measuring the vitality and competitiveness of a country's open economy. The Central Economic Work Conference clearly stated that it is necessary to encourage and support service exports and actively develop digital trade. In the context of the in-depth advancement of the global new round of technological revolution and the profound adjustment of the global economic and trade landscape, developing digital trade is a strategic choice for China to create new advantages in international competition, and it is also an inevitable requirement for promoting the dual circulation of domestic and international markets and building a service trade power. 

At present, China's digital trade development still faces many problems and challenges. From the external environment perspective, the competition for the dominance of global digital trade rules has intensified. Developed economies such as those in Europe and the United States have utilized their technological and experience advantages and have established a series of high-standard rules in areas such as data cross-border flow, intellectual property rights, and market access, thereby constructing institutional barriers. From the domestic development perspective, digital trade still faces issues such as insufficient core technology independent innovation capabilities, an incomplete market-oriented allocation mechanism for data elements, and relatively lagging construction of an intellectual property protection mechanism adapted to the characteristics of digital trade. To address this, multiple measures should be taken simultaneously to solve the problems. 

Strengthen innovation-driven development and lay a solid foundation for the growth of digital trade. Prioritize both demand-driven approaches and capacity-building efforts, focus on the bottlenecks and obstacles in key aspects of digital trade, concentrate resources to tackle key core technologies, prioritize support for research and development breakthroughs in fields such as high-end chips, AI algorithms, and industrial software, and build an autonomous and controllable digital technology system. The innovative development of digital trade requires a well-established digital infrastructure system for support. We need to enhance the level of digital infrastructure. Continuously promote the construction of new infrastructure such as 5G networks, gigabit optical networks, and industrial internet, accelerate the layout of frontier technologies like 6G and quantum computing, and seize the commanding heights of digital technology. 

Strengthen the digital foundation of industries, enhance the supply capacity of digital trade. Deepen the digital transformation of manufacturing, guide enterprises to integrate digital technologies into key links such as R&D design, production manufacturing, and quality control, and promote the extension of digital product value from the processing stage to high value-added links such as research and development, brand building, and services. Promote the digital upgrading of the service industry, focus on developing digital service trade such as digital finance, digital tourism, and remote medical services, and enhance the stability and scale of service output. Relying on high-level open platforms such as free trade pilot zones, cross-border e-commerce comprehensive pilot zones, and national service trade innovation development demonstration zones, gather enterprises along the digital trade value chain, amplify the spillover effect of digital transformation, and form a coordinated industrial ecosystem.
