 In recent years, China's digital trade has developed rapidly, becoming one of the "three pillars" in building a trade powerhouse alongside goods trade and services trade.

   How to Innovate and Develop Digital Trade:

 R1: "Internet plus" must be translated as Internet plus.  The first step is to expand openness in the digital sector. Relax market access in the digital domain, improve the negative list management model with national treatment before market access, and promote orderly expansion of openness in telecommunications, internet, and cultural sectors, while encouraging foreign investment in digital fields. Deeply remove barriers to market access and enhance the convenience of domestic investment and operations for foreign-invested enterprises in digital trade. Promote and regulate cross-border data flows, establish a sound data outbound security management system, clarify data security boundaries, and strike a proper balance between development and security. Under the premise of safeguarding critical data and personal information security, establish an efficient and convenient cross-border data flow mechanism.

Second, develop new forms and models of digital trade. Actively expand digital product trade, enhance digital application scenarios and model innovation, improve the quality and standards of digital content production, cultivate and expand cross-border digital delivery channels, and increase exports in areas such as digital films, digital animation, online games, and online literature. Continuously optimize digital service trade, promote the innovative development of digital finance, online education, telemedicine, and professional services. Vigorously develop digital technology trade, strengthen core technological innovation, and accelerate foreign trade in telecommunications, the Internet of Things, cloud computing, artificial intelligence, blockchain, and satellite navigation. Foster high-quality growth in digital procurement trade and support the development of "cross-border e-commerce + industrial belts." Continuously strengthen digital trade operators, cultivating leading digital trade enterprises with strong innovation capabilities and small-to-medium-sized digital trade enterprises with unique competitive advantages.

Third, build a high-level open platform for digital trade. Initiate the construction of national digital trade demonstration zones, benchmark against high-standard international economic and trade rules, and create a high ground for the clustered development of digital trade with higher openness, more dynamic institutional innovation, a better business environment, and stronger leadership. Strengthen and optimize national digital service export bases to enhance the competitiveness of digital service exports. Construct high-standard service outsourcing demonstration cities, promote the digitalization and high-end transformation of service outsourcing. Better leverage the role of various exhibitions, transforming the Global Digital Trade Expo into a globally recognized brand exhibition, and expand digital trade cooperation channels by relying on events such as the China International Import Expo and the China International Fair for Trade in Services.

    Fourth, deepen international cooperation in digital trade. Actively participate in the formulation of various multilateral, bilateral, and regional rules related to digital trade, creating an open, fair, equitable, and non-discriminatory digital development environment. Accelerate the advancement of regional and bilateral trade and investment agreements, and actively pursue accession to the Digital Economy Partnership Agreement. Strengthen digital trade cooperation with ASEAN countries, Central Asian nations, BRICS countries, and members of the Shanghai Cooperation Organization, expanding the "circle of friends" in digital trade.
