The "Proposal of the Central Committee of the Communist Party of China on Formulating the 14th Five-Year Plan for National Economic and Social Development" clearly states that we should promote the innovative development of digital trade and orderly expand the opening up of the digital field. As a new form of trade, promoting the reform and innovative development of digital trade is an inevitable choice in line with the trend of the times, and also an important measure to form new functions and advantages in foreign trade, expand the space of the international trade market, and stabilize the basic situation of foreign trade. 

Digital trade has become a new engine for international trade today. This form of trade is supported by digital technology, with data as a key element, digital services at its core, and data ordering and delivery as its main features. Many countries have regarded the development of digital trade as an important means to expand international markets and support economic growth. The report released at the 4th Global Digital Trade Expo shows that from 2020 to 2024, the global digital trade export scale has steadily increased from 4.59 trillion US dollars to 7.23 trillion US dollars, with an average annual growth rate of 12.1%, higher than the average annual growth rate of global trade volume during the same period. 

For a long time, China has actively adapted to the trend of digital transformation in trade, and digital trade has shown a rapid growth trend. In the future, to further develop digital trade, it is necessary to adhere to strengthening top-level design and improving the policy support system for digital trade. At the national level, a leading body for the development of digital trade should be established to promote cross-departmental policy coordination and provide policy support for the development of digital trade. At the strategic level, a vision for the development of digital trade should be drawn up, and the goals, paths, key areas and policy contents for the development of digital trade should be comprehensively planned and formulated to guide resource allocation and provide resource guarantees for the development of digital trade. At the institutional level, legislation or legal revisions should be promoted, including strengthening laws and regulations on intellectual property protection, to provide legal basis for the development of digital trade. 

Support cooperation among industry, academia and research institutions to enhance the international competitiveness of digital trade enterprises. Mastering core digital technologies and developing technological innovation capabilities are the keys to strengthening the international competitiveness of enterprises. Support enterprises, universities and research institutions to collaborate in the research and development of digital technologies such as big data, cloud computing, artificial intelligence, blockchain and the Internet of Things, and break through a number of key core technologies to provide technological guarantees for ensuring that China's digital product manufacturing enterprises and digital service providers gain competitive advantages in international competition. 

Implementing alignment with international trade rules and invigorating the digital trade market. Digital trade agreements are conducive to regulating and promoting the development of digital trade. As a significant participant in global digital trade, China has been actively involved in the negotiation and signing of digital trade agreements. It has already joined the Regional Comprehensive Economic Partnership Agreement and is currently applying to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement. It is also necessary to enhance communication and cooperation with international organizations such as the World Trade Organization and the International Telecommunication Union, as well as other countries, and actively participate in and promote the WTO e-commerce rule negotiations, providing a Chinese solution for establishing a fair, reasonable, and transparent international digital trade rule system.
